您正在运行 SQL Server Management Studio 的 Express 版本吗？如果是这样，那不支持实用程序控制点的东西。此外，您正在连接到 SQL Server Express Edition，这也不能成为控制点。你在企业领域。不过，您可以使用 Developer Edition 进行游戏，它的功能与 Enterprise 相同，但不允许将其用于生产。

Probably you're way past this but someone else might find it useful...?
I'm using 10.50.1600.1 and the utility is on the View menu of SSMS
But you don't have to "Configure the SQL Server Utility" - I have been using/deploying DAC packs pretty much since R2 RTMed and have bever used the utility.
